Natural resource wealth explains why the octogenarian Robert Mugabe shows no sign of stepping down in Zimbabwe and the oil-rich Col. Muammar el-Qaddafi has given little hint of compromise from the start in Libya. As NATO bombs fall on Tripoli, however, Colonel Qaddafi is discovering that he needs to convince remaining loyalists that he can re-establish control over Libya’s oil riches or they, too, will turn on him. Sadly, if the rebels win, they are also likely to suppress freedom to ensure their control over oil wealth.”
