Later on, when the government representative said "of course the people can do anything," Justice Amit rebuked him in response: "The people can do anything? If the majority can do anything, democracy is a fourth grade decoration team."’

A fourth grade decoration team. In other words, the sovereignty of the people is a symbolic matter, if not democracy is decoration. Third or fourth or fifth grade, that’s less important.
