Highwayman

In Adam Smith’s “The Theory of Moral Sentiments” I came across the word “highwayman.” I thought that a highwayman is a man who takes care of the highway, a person to whom the traveler pays toll.
But according to a footnote in the book a highwayman is “a robber that plunders on the public roads.”
